Devon Allen Odell Scott, 40, of Edgewood, was sentenced to life plus 50 years in prison after being convicted earlier this year on rape and robbery charges, the Harford County State’s Attorney announced.
The traumatic trip played out when Scott flagged down his 28-year-old victim - who sometimes worked as an unlicensed taxi driver for extra cash - in Baltimore and asked for a ride to the Edgewood area in August 2019, though he would not commit to a specific house or address.
Once in Edgewood, Scott ordered the driver to a secluded road and took out a handgun, stating that he was not going to kill her, but she was going to perform oral sex on him, according to officials. He also took money, her driver’s license, cell phone, and keys.
Prosecutors say that Scott also forced the driver to view pornographic videos on her phone during the incident “to show her how he wanted the act to be completed and forced her head down.”
The victim said that once he was finished sexually assaulting her, Scott told her to wait for 10 minutes before leaving, and that he would throw her belongings at a nearby stop sign.
Following an investigation by the Harford County Sheriff’s Office Criminal Investigations Division, Scott was identified by the victim in a photo lineup, as well as by a positive fingerprint match from inside, and DNA evidence outside the vehicle.
“My office is repeatedly proving to our citizens that we will fulfill our promise to hold violent offenders accountable,” Harford County State’s Attorney Alison Healey said. “We will continue to work vigorously to incarcerate violent predators for as long as possible and remove them from our community.
“There are not adequate words to express the bravery the victim in this case demonstrated by reporting this horrific crime and testifying at trial in this case.”
Scott was convicted in February of:
- First-degree rape;
- Armed robbery;
- First-degree assault;
- Use of a firearm in the commission of a crime of violence;
- Illegal possession of a regulated firearm;
- Wearing, carrying, or transporting a handgun in a vehicle;
- False imprisonment;
- Theft of $100 to $1,500.
- Indecent exposure.
If he were to ever be released, Scott would also be placed on five years of supervised probation and ordered to register as a Tier III sex offender who requires lifetime registration.
Healey had requested that the judge impose a sentence of life plus 63 years.
“We argued in sentencing that our community would be in great danger if this violent offender was ever released from commitment again,” she added.
“We are grateful that Judge (Diane) Adkins-Tobin’s sentence demonstrates her agreement, and this sentence ensures that the citizens of our community will never have to be at risk from (Scott) ever again.”
